If you appeal
- You’ll need your PCN number (it’s on your PCN and is 10 digits starting with NU).
- If you’ve lost your PCN number:
- call 0191 278 7878 and quote ‘parking’. Tell us your number plate and we’ll find your PCN number. Lines are open 8.30am-6pm Monday and 8.30am-4pm Tuesday-Friday); or
- email your number plate to parking@newcastle.gov.uk and we’ll email back your PCN number. Please don’t email your appeal here – use the ‘Quick links’ above.
- call 0191 278 7878 and quote ‘parking’. Tell us your number plate and we’ll find your PCN number. Lines are open 8.30am-6pm Monday and 8.30am-4pm Tuesday-Friday); or
- We usually need documentary evidence that backs up your explanation. You can upload up to three JPEG or PDF files. Each file must be under 5MB.
- When you submit your appeal, your case will go on hold. The charge will go on hold too. We usually reply within 28 days.
- If you appeal while your case is still at the discount-charge stage and we reject your appeal, we’ll offer you a further 14 days to pay at the discount rate. The discount-charge stage is 14 days from the date a PCN was attached to your vehicle or 21 days from the date you received it by post (for CCTV cases).
Other ways to appeal
- By completing an online appeal form in person on a PC at any Community Hub (previously called Customer Service Centres). Please see the Community Hub webpage for addresses and opening hours.
- By post to Newcastle Parking Services, P.O. Box 2BL, Newcastle upon Tyne, NE99 2BL. Please quote your PCN number, vehicle registration and your full address in your appeal.
- If you’re unable to appeal using any of these methods please call 0191 278 7878 quoting ‘parking’ for further advice.

Personal data has been collected in order to serve the PCN and enforce the parking terms and conditions. As a contravention has occurred, your personal data may be collected, processed, shared and retained in order to carry out the performance of a public task and fulfil our legal obligations in the following ways:
• To request details of the registered keeper of the vehicle from the DVLA in order to pursue a PCN
• Shared with third parties for appeals and enforcement.
• To establish eligibility for a permit.
• To support enforcement of the parking permit scheme restrictions.
• Shared with the police or security organisations to prevent or detect crime.
Please note that ANPR cameras may be used for the purpose of statistical analysis and payment/enforcement queries.
