City Centre Traffic Regulation Order

A TRO – or Traffic Regulation Order – is a legal act that restricts or prohibits certain uses of the highway network and are implemented in cities to re-allocate traffic. A TRO is a formal legal process, and an order is published before highways changes are implemented. Once the order is published, a period of statutory consultation begins ahead of a decision being made.

This consultation took place in September and October 2021. It was an opportunity for everybody to have their say on our proposals. Now that the consultation period has ended, all of the feedback received will be analysed and changes to the proposals made where possible, before final decision as to whether or not to make these changes. 

Examples of the changes proposed are below.

Road closures & buses – Blackett Street, Newbridge Street West and Pilgrim Street

  • Vehicle restrictions to be introduced on Blackett Street, Pilgrim Street (north) and New Bridge Street West so that these streets are predominately vehicle free between the hours of 8.30am and 10pm
  • Buses will be re-routed around the city centre with new stops at various locations around the bus loop
  • Some permitted traffic movement for deliveries will be one-way – for example New Bridge Street West and Pilgrim Street (north)

Loading Restrictions

  • Vehicle access for servicing and deliveries will only be permitted between the hours of 10pm and 8.30am on Northumberland Street, Blackett Street, New Bridge Street West and Pilgrim Street (north)
  • Servicing and delivery restrictions around the Grainger Market e.g Nelson Street will remain unchanged
  • One-way restrictions for delivery access currently in place on Grainger Street / Grey Street will be reversed to the other direction
  • New and amended loading provision will be provided in side streets around the city centre including 24 hour loading facilities on Hood Street

Parking and Taxi Ranks

  • Pay and display parking to be removed from a number of city centre side street
  • Dependant on location, this will be replaced with;
    •  designated disabled parking,
    • full and part time taxi facilities,
    • full and part time loading facilities
    • enhanced amenities for pedestrians or;
    • new bus stops.
