The Implementation Guidance document contains a framework for an objective assessment that was undertaken in December 2018. This determined where shelters were needed based on the following criteria:
 
1.    Does the route/stop serve the following key locations;
o   City Centre;
o   Public Transport Interchange;
o   District Centre;
o   Local Centre;
o   Supermarket;
o   Primary/Secondary School;
o   Hospital; and
o   GP.    


2.    Frequency of service and subsequent waiting time; and
3.    Number of households served by the bus.
 
The key locations noted under point 1 are weighted in priority order. Stops that have less frequent services, and therefore, passengers have longer to wait, are prioritised over high frequency routes. The greater the number of households that serve a stop, the higher the weighting for a shelter. 
 
The assessment is used to calculate a score for all stops in the city. Due to financial constraints, it is not be possible to provide a shelter at every stop, therefore, NCC funding will be used to fund the provision of a total of 504 non advertising shelters (both existing and new ones).
 
I understand and appreciate that changes may have been made to the frequency since this date, but it is not possible to change the assessment every time there has been a service change. The assessment we will be re-ran in December 2019 and we will can then see if the stop forms part of the prioritised locations for a stop to have a shelter.
