Exemption Permit C – Terms and Conditions of Use
Parking permits issued by Newcastle City Council are issued subject to terms and conditions of use, which permits holders should ensure that they are familiar with.

Terms and Conditions
In certain circumstances, as set out below, this permit will exempt the vehicle on which it is displayed from the requirement to pay a charge in order to park in a Council-operated off street car park.
This permit will not confer any exemption from any restrictions or conditions of use on a road or any other highway.
This permit will also not provide any entitlement to park, or any exemption from restrictions that may apply, in a privately-operated car park or on any other privately-owned land.
Multi Storey Car Parks
Between the hours of 8am and 5pm Monday to Saturday and between the hours of 8am and 6pm on Sundays (“the operative hours”), this permit will exempt the holder from the requirement to pay a parking charge so long as the following conditions of use are observed:
1. The exemption will only apply on days on which the holder of the permit is on duty and working for the Council.
2. Where the permit holder’s duties start at any time during the operative hours, the permit may not be used more than 30 minutes prior to the scheduled start time of the permit holder’s duties, unless agreed in advance in writing with the Service Manager Parking Services.
3. Where the permit holder’s duties end at any time during the operative hours, the permit may not be used more than 30 minutes after the scheduled end time of the permit holder’s duties, unless agreed in advance in writing with the Service Manager Parking Services.
4. The permit holder must be in the vehicle on which the permit is displayed when the vehicle is parked or when it is driven away from the place in which it has been parked, unless agreed in advance in writing with the Service Manager Parking Services.
5. The vehicle must only be parked in spaces for the use of the general public – pay-and-display spaces – and must not be parked in a space designated for a specific class of vehicles, for example, disabled badge holders or permit holders.
Surface Level Car Parks
Between the hours of 8am and 6pm every day (“the operative hours”), this permit will exempt the holder from the requirement to pay a parking charge so long as the following conditions of use are observed:
1. The exemption will only apply on days on which the holder of the permit is on duty and working for the Council.
2. Where the permit holder’s duties start at any time during the operative hours, the permit may not be used more than 30 minutes prior to the scheduled start time of the permit holder’s duties, unless agreed in advance in writing with the Service Manager Parking Services.
3. Where the permit holder’s duties end at any time during the operative hours, the permit may not be used more than 30 minutes after the scheduled end time of the permit holder’s duties, unless agreed in advance in writing with the Service Manager Parking Services.

General Conditions of Use
1. Where the permit specifies the registration number of a particular vehicle on which it may be displayed, the permit may not be used on any other vehicle.
2. The permit must be displayed on the dashboard of the vehicle so that all of the information on the permit is clearly visible.
3. If this permit is found to have been used otherwise than in accordance with these terms and conditions, it may be withdrawn immediately, and no replacement will be issued. Where a permit is withdrawn in accordance with these terms and conditions, it will be invalidated with immediate effect and will no longer confer any exemption from the requirement to pay a parking charge.
