MEA House Parking Permits - Terms and Conditions of Use
Parking permits issued by Newcastle City Council are issued subject to terms and conditions of use, which permits holders should ensure that they are familiar with.

Terms and Conditions
- Permits may only be used within the car park named on the parking permit, namely Ellison Place car park
- Permits may only be used in the designated MEA House permit bays located within the car park named on the permit.
- The permits do not provide an exemption to park in any parking spaces which may have been temporarily suspended from use.
- Permits showing a registration(s) number may only be used on the vehicle(s) with that number.
- If a physical permit has been issued, the permit must be displayed prominently on the dashboard/front windscreen of the vehicle so that all of the particulars on it are visible from the outside of the vehicle.
- Whilst the vehicle is in the parking place it must not be used in conjunction with selling or offering for hire of any service.
- Physical permits will only be issued through the post to the address submitted on the application.
- All vehicles using permits must be parked in accordance with the “City of Newcastle-upon-Tyne (Off- Street Parking Places) Order 2021” as from time may be amended, extended re-enacted or replaced.
- Misuse of a permit, forging or possessing a forged permit or making a false statement for the issue of a permit are all offences which may carry a substantial fine.
- This permit does not guarantee the holder a space or an exclusive right to a space, nor does it render the Council subject to any liability in respect of theft, or damage to any vehicle in a parking place, or the contents or fittings of any such vehicle.
- Permits are issued at the Councils discretion to any organisation which occupies any part of MEA House and should be returned to the Local Authority if the organisation ceases to be based at MEA House.
- In order to replace a lost or stolen permit, we require written notification from the permit holder that the permit has been lost or stolen.
- Where road markings are present, vehicles must be parked entirely within the limits of a marked out bay.
- A charge of £10.00 may be applied to replace lost or stolen annual physical permit.
- An administration charge of £25.00 may be applied in relation to the cancellation of a parking permit and refunds will be processed on a pro rata basis, calculated based on the number of full weeks remaining unused.
