The Statement of Accounts 2025/26 presents our overall financial performance and position for the year ended 31 March 2026.
Audit of Accounts – Notice of Public Rights
Local Audit and Accountability Act 2014, Accounts and Audit Regulations 2015 and the Accounts and Audit (Amendment) Regulations 2021,2022 and 2024
Notice is given that the unaudited Statement of Accounts, Narrative Statement and Annual Governance Statement for the year ended 31 March 2026 will be available on the Council’s website for inspection as determined below.
Notice is given that from 6 July to 14 August between 9.30 a.m. and 4.30 p.m. Mondays to Fridays, any local government elector, journalist or citizen journalist interested may on reasonable notice inspect and make copies of the accounts of the above named Council for the year ended 31 March 2026 and all books, deeds, contracts, bills, vouchers and receipts, except as provided for in Section 26(4) to 26(6) of the Local Audit and Accountability Act 2014 in relation to commercially confidential and personal information. The accounts and other documents will be available for inspection at the offices at which they are normally kept, or otherwise by arrangement; application should be made initially at the address below.
Notice is given that from 6 July to 14 August any such local elector of Newcastle City Council or their representative may under Section 26 of the Local Audit and Accountability Act 2014 question the auditor about the financial records for the year ended 31 March 2026. However, only a local elector registered on the electoral register may, under Section 27 of the Act, make an objection to the auditor relating to any matter where the auditor could take action under:
- Section 28 of the Local Audit and Accountability Act 2014, namely, to apply to the court for a declaration that an item in the accounts is contrary to law, and/or
- Section 24 and paragraph 1 of Schedule 7 of the Local Audit and Accountability Act 2014, namely, to make a report in the public interest.
No objection may be made unless the auditor has previously received written notice of the proposed objection at the address below, specifying the facts on which the objector relies and the grounds on which the objection is being made. A copy of that written notice must also be sent to the Council at the address below.

Notice of appointment of a Local Auditor to Newcastle City Council from 2019/20
Under Section 8(2) of the Local Audit and Accountability Act 2014, this Authority must publish a notice relating to the appointment of its Local Auditor.
On 21 July 2017 Newcastle City Council made an appointment of a Local Auditor, as part of a collaborative procurement with North Tyneside Council and Northumberland County Council. The Local Auditor appointed is Ernst and Young, and the period of their appointment is from 1 April 2018 until 31 March 2023.
The independent Auditor Panel convened to advise Newcastle City Council on the selection and appointment of Local Auditor recommended the appointment of Ernst and Young for this period. The report of the independent Auditor Panel was considered at a meeting of full council on 28 June 2017 and is attached below.
Council's decision at that meeting was to follow the advice of the independent Auditor Panel, and to endorse the Auditor Panel's recommendation that Ernst and Young be appointed as Local Auditor for the period 1 April 2018 to 31 March 2023.

For the period 2023-24 to 2027-28, Ernst and Young were appointed as Local Auditor through the Public Sector Audit Appointment (PSAA).
