If you are having difficulties with viewing documents, logging in , or registering, it is sometimes a problem with your internet connection, or an outdated browser.  We recommend using Chrome or Firefox to access the site.

The Search facility is easy to use and very comprehensive.  If you have a planning application reference you can search that.  You can search on any or a combination of fields such as address, applicant name, proposal, application type and more, and an option to apply a date range for received or decision date.  Press Enter on your keyboard to search using your options or click the Search button.  The list of results appears at the bottom of the screen. 

Click view to open the application required, where you can view documents and make comments if you have registered as a user and logged in.

Your objections or supporting comments on applications should be rational, impersonal and directed to the planning matters raised by the proposal. The types of issues that we can consider are listed in the "What will or won't be considered?" section below.  Please do not submit comments that are defamatory or abusive.

Public comments will normally be online and visible to anyone else viewing the application, but your personal details are not displayed.  More information is below.

How do I comment on a planning application?

  • Find the application you'd like to comment on using the search choices above
  • Read all of the related notes, plans and documents
  • Send us your comments in the 'Make A Representation' section underneath the documents.  (this will only appear if the application is open for comments, and you need to be registered on the site and logged in.  You can register here.)
  • Please read our Privacy Notice which sets out how we use information in our work as a Local Planning Authority.

How long do I have to comment?

We will accept comments up to the point at which the application is decided.  However, we strongly advise you to submit any comments as early as possible.  We will not decide the outcome of the application before the end of the publicity period. Any people consulted will have a minimum of 21 days from the date of consultation to respond.

With a householder application and in the event the application is refused and later goes to appeal, any comments made about the application will be passed to the Secretary of State and there will be no opportunity to make further comments.

Will my comments be made public?

The commenter’s address, along with any comments provided will be published on the Council’s website without change.  The commenter’s phone numbers, email addresses and signature will not be made public.  A copy of your comments can be emailed if requested.

Can I view planning applications in person or comment in writing?

You can view documents on a PC at one of our Libraries,  with help from the staff there if required.  Documents are not available in hard copy.

What will be considered?

The types of issues that may be considered include:

  • layout
  • siting (where something is positioned on the site)
  • design and external appearance of buildings
  • access
  • highway safety
  • impact on the neighbourhood

What won't be considered?

The types of issues that won't be considered include:

  • Loss of view
  • Loss of property value
  • Loss of trade or increased competition
  • Restrictions in land and property deeds, known as restrictive covenants
  • The motives or morals of the applicant

What is the decision making process?

To be more efficient, the Government encourages councils to allow Officers to make more decisions, particularly in the case of straightforward or less complicated cases.

In Newcastle, more than 90% of planning applications are decided under what is known as "delegated powers".  This means that the Planning Committee has given the authority to planning officers to make decisions on applications.  Applications that are decided by Planning Committee are usually those for significant developments or ones that have generated a lot of local interest.

Will I be told about the decision?

You will not normally receive an automatic notification about the decision on the application. 

 

What is the publicity required for applications?

Depending on the type of development proposed, publicity can include placing advertisements in The Journal, displaying site notices, and sending notification letters to neighbours. In addition, details of all applications are published on the Council's website. You can find more information on the publicity process here.

Further points to note

The system does not provide a definitive history of a given site. You may need to identify all of the UPRNs (Unique Property Reference Number) and land parcels relating to the property (for example single addresses, block addresses) such as 'land at...', '1-3 High Street', '1-3 High Street and 1 Station Street'.
