Loading Bays

Loading bays are located either outside or near to business premises to allow loading and unloading of goods. There are two types of loading bays in operation in Newcastle.

The first is a loading bay which can be used by any motor vehicle to load and unload goods.

Loading only bay ‘Loading only’ marked on highway 

Loading only sign, the sign has a picture of loading/unloading symbol and states ‘Loading only’

These bays can either be in operation from 8.00am to 7.00pm all days within the Clean Air Zone or 8.00 am to 6.30 pm all days for loading bays outside the Clean Air Zone. Alternatively these bays can be in operation for 24 hours a day 7 days a week. If there is no time on the sign, then the bays will be in operation 24 hours a day 7 days a week.

The second type of loading bay can only be used by goods vehicles whilst loading/unloading.

Goods vehicles loading only sign, the sign has a picture of loading/unloading symbol and states ‘Goods vehicles loading only 8am – 6.30pm’

The sign will specifically state ‘goods vehicles’ as other vehicles are not permitted to utilise this bay.

These bays can either be in operation from 8.00am to 7.00pm all days within the Clean Air Zone or 8.00 am to 6.30 pm all days for loading bays outside the Clean Air Zone. Alternatively these bays can be in operation for 24 hours a day 7 days a week. If there is no time on the sign, then the bays will be in operation 24 hours a day 7 days a week.

Loading Bays can also be part of a shared use bay, where a bay is designated for two different users at certain times. The bays will have 2 separate signs on the same signpost and each individual sign will advise which type of motorist is allowed to park, please see photograph below:

The shared use sign in use for taxis and goods vehicles loading only, the first part of the sign is yellow with a no waiting symbol and states ‘No waiting 6.30pm – 8am except taxis’. Underneath is the standard goods vehicle loading sign which has a picture of loading/unloading symbol and states ‘Goods vehicle loading only 8am – 6.30pm’

There will be no wording on the road surface due to the change in the restrictions and times.

Shared use bays - Loading / Taxi

If a vehicle is parked in a loading bay to load and unload and a Civil Enforcement Officer (CEO) does not observe any loading or unloading taking place a Penalty Charge Notice (PCN) will be issued to the vehicle.

If a vehicle is parked in a goods vehicle loading only bay and that vehicle is not a goods vehicle a PCN will be issued to the vehicle.

If a Disabled Blue Badge holder is parked in a loading bay, a PCN will be issued as Disabled Blue Badge holders are not permitted to park in loading bays at any time.
