Permit parking schemes were introduced to address commuter parking problems, improve road safety and provide residents and businesses of Eligible Properties and zones (pdf) with some priority in parking their cars or cars for legitimate visitors as close as possible to their properties. Permit schemes have been successful and well received by local residents to help address long standing parking problems.
In large permit zones, signs are placed at the entrance to the zone to inform motorists they are entering an area where a permit is required to park during the times indicated on the signage (or at all times if no time bands are stated). Signs will also indicate where a permit zone ends. In other areas, signage is placed at regular intervals adjacent to parking bays to confirm the restriction in place in the area. There can be a mixture of bays within a permit scheme to cater for different motorist needs – such as loading bays; disabled bays or maximum stay bays, so please check the signage to ensure your vehicle has an exemption to park in a particular bay.
A permit does not guarantee the permit holder a space outside their property on the public highway but provides exemption from the parking permit restrictions in their street and any adjoining streets and other streets within the same permit zone. The exemption only applies if the valid permit is clearly displayed in the vehicle during the restricted hours as advised by the signage in the area. Permit scheme restrictions apply on Bank Holidays.
A valid blue badge correctly displayed on a vehicle being used by the badge holder does provide exemption from permit scheme restrictions.
Any vehicle not displaying an appropriate permit within the restricted time periods will be issued with a Penalty Charge Notice (PCN).
A permit does not allow a motorist to park in any other residential permit schemes throughout the city or in off-street car parks (unless the tariff board in the car park confirms that the car park is part of a resident permit parking scheme) and does not provide exemption from a 'No Waiting' restriction (marked by single and double yellow lines).
A permit runs for 12 months and has the expiry date printed on it.
Applicants should give a minimum of 14 days notice when submitting applications.

Are there any changes to permit parking schemes during the lockdown period for COVID 19?
Permit holders should renew their permit in the normal way and once we are able to determine the full extent of the Government lockdown (which commenced on 23 March 2020) this period will be added to your next permit renewal. The current estimate is that all permits will be renewed for 58 weeks instead of the normal 52 weeks.
This includes permit types that are eligible in permit parking schemes such as resident; visitor; business; charity; landlord and tradesmen. The extension will also apply to city centre resident permit holders.

How to apply
Please allow 14 days for your application to be processed.
Apply for a permit by:
- Completing the Online Application Form
- You can save your application and come back to it later if you need to complete further sections, but the online application can only be submitted if you can attached scans of the required proof of eligibility. Alternatively you can apply by:

Please note that failure to provide the necessary documentation or sign the application form to confirm your acceptance of the Terms and Conditions (pdf, 16kb) will delay the processing of an application.
Any documents submitted to support the application should be photocopies rather than originals and proof of residency documentation must be dated within the last 3 months.
How to pay
Please do not send payment with an application. We will process the application form, confirm the necessary supporting proof has been submitted and send you an offer of a permit with the price to be paid.
Once you have received an offer you can make payment via any of the following options:
- Online quoting the reference number from the offer letter.
- Send a cheque/postal order made payable to "Newcastle City Council". Please include the permit offer number and your address on the reverse of your cheque/postal order.
- Please call 0191 278 7878 and quote “parking permit”. The payment line opening times are 8am-6pm Monday to Thursday and 8am-4.30pm on a Friday.
All permits will be posted to the address on the application form where the permit is valid for. If you have not received your permit within 7 days, please phone Parking Services on 0191 278 7878 and quote “parking permit” when prompted or email email@example.com.
How to renew a permit?
Renewal reminders are issued approximately one month before a permit is due to expire. If there is no change to the vehicle quoted on the permit, you do not need to submit supporting documents again. Please note that if you fail to renew your permit within 14 days of the expiry date, you will be required to re-submit a new application.
What do I do if I change my vehicle?
The permit with your old vehicle registration number will not be valid for your new vehicle (unless you have retained the same number plate). The permit holder will need to complete an online request to amend the vehicle registration. If the V5C document or insurance schedule is not immediately available, we can issue a temporary permit for 56 days, this provides time to supply the required vehicle documentation so a full permit can be issued to run until the expiry date of your original resident permit.
There is an administration charge of £10.00 for amending the vehicle registration details on a parking permit. If you apply online, your application will be assessed and if it is approved you will be sent an email confirming this with a link to make an online payment. Once payment has been received you can print the receipt for initial coverage, until the permit is received via the post to the address you applied for.

What do I do if my permit is lost or stolen?
We require written notification from the actual permit holder that the permit has been lost or stolen, together with payment of an administrative charge of £10.00. If you apply online, your application will be assessed and if it is approved you will be sent an email confirming this with a link to make an online payment. Once payment has been received you can print the receipt for initial coverage, until the new permit is received via the post to the address you applied for.

What do I do if I no longer need my permit?
If you move house or your situation changes and you no longer require the permit, you must return your permit to Newcastle Parking Services. Under the terms of The City of Newcastle upon Tyne (On Street Parking Places) Order 2009 you will qualify for a refund if the permit has in excess of 6 months unused on the date the permit is returned. You will receive 50% of the permit fee paid minus a £10 administration fee.
The permit is not transferable to other users or for the permit holder at a new address, so continued use would be classified as misuse leading to the revocation of the permit and the possible issue of Penalty Charge Notices.
