Housing and Economic Land Availability Assessment (HELAA)

The Housing and Economic Land Availability Assessment (HELAA) is a technical study that evaluates the suitability, availability, and achievability of land for future development.
Since 2021, Newcastle City Council has been working in partnership with Urban Intelligence to develop a Digital Site Assessment Tool, paving the way for a fully digital HELAA. This publication marks the first digital edition of the HELAA produced by the council, reflecting our commitment to embracing digital innovation and enhancing the accessibility and usability of planning documents.
The digital HELAA is presented in two parts. Guidance on how to navigate these documents and maps are included within the document. For convenience, PDF versions of the appendices are also available and can be accessed via separate links on this webpage.
